The Pakistani government plans to convert three imported coal power plants to use Thar coal, involving the Chinese government in the process.
Minister Ahsan Iqbal is responsible for engaging China's National Development and Reform Commission (NDRC) for the conversion of Sahiwal, Port Qasim, and Hub plants.
Additionally, the Jamshoro plant and Lucky coal power plant will also transition to Thar coal.
Prime Minister Shehbaz Sharif has directed several agencies, including the Power Division and Thar Coal Energy Board, to facilitate these conversions by December 2025.
Furthermore, certain power distribution companies (Discos) like IESCO, Gepco, and FESCO will be privatized in phases, while others will be offered for long-term concession agreements.
The Privatization Commission will hire a transaction advisor to assist with the privatization process, aiming to complete phase-1 by January 2026. The Power Division will also engage a technical advisor to review regulatory and policy structures.
Additionally, a new tariff category for CPEC SEZs will be established.
Lastly, only one 600-MW solar power plant will proceed with investment from Saudi Arabia, and future generation expansion plans will be adjusted accordingly.
